      生态城是中国和新加坡两国政府间战略性合作项目。为推动区域社会事业发展，2015年10月，在中新两国副总理主持召开的高层会议上，双方共同签署中新友好图书馆合作建设意向书，2016年2月，场馆主体结构启动施工，2018年9月28日，在生态城开发建设十周年之际，新馆正式落成。

      The Eco-city is a strategic cooperation project between the governments of China and Singapore. In order to promote the development of regional social undertakings, both sides signed the letter of intent for joint construction of the Sino-Singapore Friendship Library in October 2015 at the high-level meeting presided over by the Vice Premier of China and the Vice Prime Minister of Singapore. In February 2016, the main structure of the library was constructed. On September 28, 2018, the 10th anniversary of the Eco-city, the Sino-Singapore Friendship Library was officially completed.
