生态城是中国和新加坡两国政府间战略性合作项目。为推动区域社会事业发展，2015年10月，在中新两国副总理主持召开的高层会议上，双方共同签署中新友好图书馆合作建设意向书，2016年2月，场馆主体结构启动施工，2018年11月18日开馆试运行。

中新两国以建设国内一流、国际有影响的图书档案馆为目标，努力打造一座具有绿色生态气息、展现智慧科技、富含人文情怀的示范性公共文化服务中心。主要有五个特色：

一是实现科学合理的布局。场馆占地3.5万平米，建筑面积6.7万平米，由图书馆、档案馆两个单体结构组成，两馆共享一个中庭，既相对独立，又交互连通。现藏有纸质文献资源56万册，档案资源11万件，数据库资源75个。场馆分为五层，一层主要为停车场和运营设备间；二层是各类主题馆、档案服务大厅、档案展厅和共享中庭；三层是多媒体服务区、图书借阅区以及档案库房；四层和五层目前只开放多功能报告厅和办公区，适当留白，既能满足当前实际需求,又给今后发展留下空间，随着业务的铺开，其他区域也将逐步启用。

二是坚持绿色生态的理念。牢牢把握生态城绿色、低碳、环保的发展特色，在项目建设之初，就全面对标国家绿色建筑评价标准，专门开展绿色图书档案馆课题研究，获得国家档案局优秀科技成果三等奖，并把相关研究成果运用到场馆设计、施工及运营的全过程。馆内采用了地热、太阳能等可再生能源，最大限度引入自然光、自然风，并实现中水、雨水的循环利用，尽一切可能降低建筑能耗。

三是体现务实合作的成果。充分借鉴新加坡国家图书馆先进管理模式，结合区域实际情况，搭建了以中新友好图书馆为总馆，社区、企业、机关等为分馆的区域“总分馆”服务体系。馆内还专门划出1600平米的新加坡主题馆和1000平米的生态儿童馆，由新家坡专业团队进行设计，尽显异域文化特色。同时，与新加坡国家图书馆管理局合作，开展多层次的馆员培训，在深化交流合作中，把新加坡先进元素融入到我们的服务和管理中来。

四是展现智慧创新的技术。一是借还更加方便，通过自助查询系统可以显示所借图书具体定位及查找路线，读者可凭一张导航图，快速、精确找到想借图书；自主研发“生态城图书档案馆”APP，在国内率先实现“手机扫码借书”“一秒借书”；新增扫描微信、支付宝二维码、刷脸等借还功能；馆外专门设立汽车穿梭还书系统，读者不用下车即可快速还书。二是服务更加智能。馆内提供机器人服务，可以带读者查找图书，还可进行问题咨询、图书借还、读者证办理等。三是管理更加高效。通过后台大数据分析系统，可实现读者行为分析、图书馆事务决策、图书馆采购分析、生成公共阅读报告单等功能，极大提升服务管理效率。四是体验更加丰富，馆内引进虚拟VR、电子书法、留声照片、专业录音棚等服务应用，读者还可免费体验这些前沿科技魅力。

五是彰显以人为本的情怀。在这里，每一套桌椅都符合人体工程学设计，每一块地板都使用吸音降噪材质，每一盏灯都依据科学的光照角度和亮度设置。馆内不仅有独立安静的私密阅读空间，还有互动热闹的交流学习场所，不仅可以闻着书香、花香欣赏窗外的景色，还能享受AR、VR等前沿科技带来的震撼视觉体验。提供人性化、品质化的服务就是要让来到这里的读者找到家的感觉。

Eco-city is a strategic cooperation project between the governments of China and Singapore. To promote regional development of social undertakings, in October 2015, the new senior vice premier chaired a meeting between the two countries, the two sides signed bilateral friendly cooperation letter of intent for the construction of library, and in February 2016, the main structure start venues, on September 28, 2018, in the ten anniversary of the establishment of eco-city construction, new formal completion.

China-singapore bilateral to build the domestic first-class, international influential book archives as the goal, efforts to build a green ecological breath, show wisdom science and technology, and rich in humanity's demonstration of public cultural services center. There are five main features:

First, to achieve a scientific and reasonable layout. The pavilion covers an area of 35,000 square meters and a building area of 67,000 square meters. It is composed of two individual structures, library and archives. Now it has 560,000 copies of paper documents, 110,000 files and 75 databases. The venue is divided into five floors. The first floor is mainly for parking and operating equipment rooms. On the second floor are various theme pavilions, archives service halls, archives exhibition halls and Shared atrium. The third floor is the multimedia service area, the book lending area and the archives warehouse. Four layers and five layers are only open the multi-function hall and office area, the appropriate space, can not only meet the actual demand, and leave space for future development, as the spread of the business, other area will also enable step by step.

Second, adhere to the concept of green ecology. Firmly grasp the development characteristics of eco-city green, low carbon, environmental protection, at the beginning of the project construction, is full of the national green building evaluation standard, dedicated to carry out the green book research of archives, and won third prize of scientific and technological achievements, won the national archives and the application of relevant research results to the venue during the process of design, construction and operation. Renewable energy sources such as geothermal energy and solar energy are adopted in the museum. Natural light and wind are introduced to the maximum extent, and the recycling of water and rain water is realized.

Third, it reflects the achievements of practical cooperation. Fully advanced management mode of national library of Singapore, in combination with the practical situation of area, set up with bilateral friendly library as the main library, community,  enterprises and organs for branch area such as the "situation" service system. There are also 1,600 square meters of theme pavilions in Singapore and 1,000 square meters of eco-children's pavilions designed by a professional team in Singapore. At the same time, we have cooperated with the national library authority of Singapore to carry out multi-level training for librarians. In deepening exchanges and cooperation, we have integrated Singapore's advanced elements into our services and management.

Fourth, technologies that demonstrate intelligent innovation.Through the self-service inquiry system, the specific positioning and search route of books can be showed to the readers who can quickly find the books. Besides, application of the library was independently developed and the function of borrowing books by scanning bar code on the book cover with mobile phones was firstly realized in this library in domestic. In the self-service area, books can be borrowed by swiping faces, by scanning bar code with WeChat or Alipay, or only with ID cards through the borrowing and returning machine. What's more, readers can easily return books without getting off their cars through the 24h drive-through auto quick book return station outside the library. Secondly, the service is more intelligent. The library provides robot services, which can bring readers to find books, as well as problem consultation, book borrowing, and reader card processing. Thirdly, management is more efficient. Through the background big data analysis system, the functions of reader behavior analysis, library business decision, library procurement analysis, and public reading report can be realized, which greatly improves the efficiency of service management. At last, the experience is more abundant. The library introduces VR, electronic calligraphy, audio photo albums, professional studios and other cutting-edge services, which are all free for the readers..

Fifth, to highlight the people-oriented feelings. Here, every desk and chair accords with human body engineering design, every floor USES sound-absorbing and noise reduction material, every lamp is set according to scientific lighting Angle and brightness. Not only have an independent quietly read a space with close illicit, interactive and lively exchange of learning place, not only can, smelling the fragrance of flowers to appreciate the scenery outside the window, can also enjoy the thrill of AR and VR cutting-edge technology visual experience.
